MIS FLEX TIME POLICY

     .... Our current flex rules allow employees to come in as early as 7:00 am, 7:30 am or 8:00 am depending on your position. Current rules also allow up to 3 hours of flex to be used each week without any pre-approval. When these rules were set back in the days of the mainframe, our environment was very different. Things have changed quite a bit since then. Users now do their own processing & report printing. Most offices work between 8-4:30 and almost never need MIS assistance after-hours (meaning early morning and after 4:30).
     In order to be available to our users as much as possible during regular business hours, I would like to see people here around 8:00 or 8:30 and work around 7-8 hours a day (4:00-4:30). I think flex is great to make up time for appointments or other "life events", but too often flex time is built up for the sole purpose of leaving early on a Friday, just because. Sometimes people stay to work on a problem, that's ok, but often people are here outside of regular hours just to build up time to leave early every Friday. I'm not against that all together, and I don't mind if people leave early on flex sometimes, but not 2-3 hours every Friday.
     Yes we do have a 4:30 week which works great, but my main goal is to have as much coverage as possible during regular business hours. I am not saying ALWAYS, just normally. I'm not changing the flex rules, that is something that would need to be worked out with the union. I did look into it, but if I go to the union to change our flex rules, I have to ask for set start/stop times and drastically cut flex options for "life events" (meaning you'd have to use comp or vac instead of being able to make it up).
     I don't want to see things change that much, just a little to give better coverage. That's why I'm telling you all of this. Maybe we can change our work habits (hours) just a little to have better coverage, and still be able to keep some flex options open for "life events" or the Friday before vacation, or whatever the occasion. For what it's worth, I have not had flex time for over a year (except for doctor appts) and I am still alive.
     For those who would be concerned, this doesn't include Pat because of the nature of what he often has to do. And it doesn't mean you can NEVER come in early or stay late or make up time or use 3 hours flex or put in a special request of any kind.
     I'm available to discuss any concerns you may have about this, but remember that I'm not changing the rules, just asking you to look at your habits and maybe alter them slightly. And thanks for considering this if it applies to you.
  1. Flex time is limited to 37.5 hours in a one week period, Saturday thru Friday. Weekend hours must be pre-approved.

  2. If you are using more than 3 hours of flex time on one day, it must be pre-approved.

  3. You must clock out for a minimum of ˝ hour lunch every day, unless you are working 4 hours or less that day. If it is necessary to work through your lunch, it must be approved. Employees not clocking out for lunch will be requested to submit a missing ring or will be docked for 30 minutes unless approval is given.

  4. Any overtime under this flex time schedule must be authorized. (see Emergency Procedures)

  5. Programming staff will clock in for work between the hours of 7:00 AM and 9:00 AM. Network Technicians and Asst Computer Technicians will clock in for work between the hours of 7:30 AM and 9:00 AM. Administrative Clerk will clock in for work between 8:00 AM and 9:00 AM. After 9:00 AM, the tardiness section of the contract will be referenced. You must clock out prior 5:30 PM.

  6. Each technician will take a turn in the rotation of answering the MIS tech line. Each rotation will be one week, Monday through Friday. The technician with phone duty is to arrive to work by 8:00 am. If a technician arrives after 8:00 am on a day they are responsible for the tech line, the employee will be considered tardy and the tardy policy provided for under article 65, section 8 of the Collective Bargaining Agreement for AFSCME Local 3449 will apply. This policy is effective as Monday, April 15, 2002.

  7. There will always be one programmer and one tech assigned to stay until 4:30 pm every regular work day. If someone cannot stay until 4:30 on any of their scheduled days, they are to find a replacement, and notify the IS Manager and Admin Assistant of the change.

  8. If you are going to call off, you are to notify the office no later than 8:30 AM. Failure to do so could result in tardy or absent occurrences and possible loss of wages.

  9. Any employee who does not have pre-approved “absence” hours and turns in an “absence” slip because they did not have all their hours in by Friday’s quitting time will be counted as absent without leave. This also counts as an occurrence.
